Chapter 9 Adjustments: Supported Calculations and Appraiser Judgment
When preparing a Rent Comparability Study (RCS), the appraiser analyzes differences between the subject and selected comparables, determines supportable adjustments, and explains the resulting market-rent conclusion.
RCS Draft uses the practical labels supported calculations and appraiser judgment to make that workflow clear. These are product terms, not categories defined by HUD. RCS Draft is an independent tool, not affiliated with or endorsed by HUD; HUD's official forms, guidebook, and applicable instructions control the work. The controlling source remains the HUD Section 8 Renewal Guidebook - March 2023, Chapter 9, plus the appraiser's professional analysis.
1. Supported calculations
Some tasks can be calculated consistently once the appraiser has selected a methodology, verified the underlying facts, and approved the applicable inputs. That does not make the methodology itself automatic or universally appropriate.
Examples may include:
- Applying an appraiser-approved rate to a verified difference in interior square footage.
- Applying an appraiser-approved, documented utility treatment after verifying what each property includes.
- Recording a supported age-related adjustment when the appraiser has established that age is relevant and separable from condition or renovation.
RCS Draft supports only a limited set of quantitative calculations. Even a calculated adjustment still requires the appraiser's narrative explanation and market support. The tool does not choose the adjustment methodology, establish market support, or turn incomplete facts into a finished value.
2. Appraiser judgment
Many important differences require the appraiser's market knowledge, inspection or research, and written support.
Examples include:
- Location and neighborhood: How do market-area characteristics and access differ?
- Condition and quality: What verified differences in renovation, finishes, maintenance, or street appeal matter to rent?
- Amenities and services: What is the market-supported effect of features such as parking, a fitness center, or included services?
The Form 92273-S8 certification calls for attached explanations of why and how adjustments were made. The support should connect the observed difference, the appraiser's reasoning, and the conclusion. An RCS Draft adjustment addendum is a supporting output format, not a HUD-prescribed form.
3. Why the Distinction Matters
A weak workflow treats a judgment call as a default formula, or treats a calculation as proof that its inputs and rate are appropriate. Both require review.
HUD staff, Contract Administrators, and other reviewers may request clarification or revisions when an RCS does not adequately support its facts, adjustments, or conclusions. The exact review path depends on the program and transaction.
4. How RCS Draft Helps
RCS Draft is designed to keep this boundary visible.
It currently retrieves candidate data from RentCast, organizes selected comparables, and applies the product's supported calculations. It also provides places for the appraiser to enter manual adjustment amounts, notes, and supporting references. It does not make professional judgment calls or decide whether a calculated adjustment is defensible.
The appraiser reviews every input and output, completes the required support, and remains responsible for the final RCS.
