RCS Software for HUD Rent Comparability Studies
RCS Draft is an independent web application that helps certified general appraisers organize repetitive preparation work for HUD Section 8 Rent Comparability Studies (RCS). It prepares draft workbook and narrative outputs for appraiser review; it does not replace the appraiser or act as a HUD service.
This is a Product Guide, not official HUD guidance. The HUD Section 8 Renewal Policy Guidebook - March 2023, Chapter 9, the official Form HUD-92273-S8, applicable Contract Administrator instructions, and the appraiser's professional standards control the assignment. RCS Draft is not affiliated with or endorsed by HUD.
1. Who RCS Draft is for
RCS Draft is designed for:
- Certified General Appraisers preparing HUD Section 8 or project-based rental assistance RCS work.
- Commercial appraisal firms handling multifamily or affordable-housing assignments.
- Appraisers who want a more structured preparation workflow around the HUD 92273-S8 grid and its supporting explanations.
The tool is intended to support the appraiser's existing process, not to prescribe the appraiser's methodology or conclusions.
2. What RCS Draft helps organize
RCS Draft currently helps organize:
- Candidate comparable research: Retrieve candidate rental data by subject address and unit type through RentCast.
- Data organization: Keep candidate property facts, unit sizes, rents, sources, and provenance together for review.
- Supported calculations: Apply the product's limited, versioned quantitative calculations after required inputs are available.
- Appraiser-entered adjustments: Record manual adjustment amounts, notes, and supporting references for selected comparables.
- Workbook preparation: Prepare a draft
.xlsxworkbook using the HUD Form 92273-S8 template and the current study data. - Narrative support: Prepare a companion
.docxaddendum from the appraiser-entered adjustment explanations.
RentCast data is a research starting point. The appraiser must verify the facts, market-rate status, comparable suitability, and support required for the assignment.
3. What RCS Draft does not do
RCS Draft:
- Does not replace the appraiser.
- Does not automatically make the final comparable selection.
- Does not inspect properties or verify facts on the appraiser's behalf.
- Does not invent location, condition, amenity, or other qualitative judgments.
- Does not certify, sign, or submit the RCS.
- Does not guarantee completeness, acceptance, or a particular rent conclusion.
The appraiser reviews the inputs and outputs, supplies professional judgment and support, completes any required revisions, and remains responsible for the final RCS.
4. What “automation” means here
When people search for RCS automation, RCS software, or a HUD RCS tool, they may mean very different things. RCS Draft assists with supported calculations and repetitive document preparation. It does not produce a fully automated appraisal.
The boundary is intentional:
- Mechanical preparation work is structured and repeatable.
- Quantitative results remain available for review with their inputs and provenance.
- Professional judgment and qualitative adjustments remain with the appraiser.
- Missing or unresolved information is not silently converted into zero or a finished conclusion.
5. A typical preparation workflow
- Create a study: Enter the subject address and unit type.
- Review candidates: Retrieve candidate rental data, inspect the available facts, and select the comparables that fit the assignment.
- Verify and adjust: Supply missing facts, confirm market-rate status, review supported calculations, and enter the appraiser's manual adjustments and explanations.
- Export drafts: Generate the draft HUD 92273-S8 workbook and adjustment-supporting narrative addendum.
- Review and finish: Open the files in the required office software, reconcile the workbook and addendum, make any needed corrections, and complete the appraiser's normal certification and submission process.

6. Reducing repetitive preparation work
RCS Draft is designed to reduce repetitive preparation and data-entry work around the RCS grid and supporting explanations. Pilot users compare the workflow and outputs with their normal process to determine whether it reduces rework or review friction for their assignments.
The product does not promise a fixed time saving, cost saving, error rate, or acceptance outcome. Those results depend on the assignment, data quality, existing workflow, and the appraiser's review.
7. Try the controlled pilot
Access is currently managed through a controlled pilot for working appraisers. Selected pilot participants receive their first study at $0; additional studies are manually billed at $149 during the pilot.
