Documenting RCS Adjustment Explanations and Support
An RCS must show more than adjustment amounts. The appraiser's supporting documentation explains the facts, reasoning, and market support behind the conclusion.
Under the HUD Section 8 Renewal Guidebook - March 2023, Chapter 9, the Form 92273-S8 certification asks the appraiser to attach explanations of why and how adjustments were made, how market rent was derived from adjusted rents, and how the analysis was used for similar unit types. HUD does not prescribe a document called an "Adjustment Narrative Addendum"; that is a practical label for one way to organize the required support.
1. What supporting documentation should explain
A supporting document can make the analysis easier to review by recording, for each material adjustment:
- The verified difference between the subject and comparable.
- Why that difference affects market rent in the relevant market.
- The reasoning and evidence supporting the appraiser's dollar adjustment.
The structure and level of detail should fit the assignment and the current HUD instructions. The appraiser determines what support is sufficient.
For adjustments exceeding the nominal amount defined in the current Guidebook, the attached narrative must explain why the adjustment was made and how its dollar value was derived. Even when an adjustment is nominal or no adjustment is made, the grid and supporting explanation should remain consistent with the applicable form instructions. Do not turn an unresolved or non-applicable difference into an unexplained zero.
2. Common Pitfalls to Avoid
- Vague support: A note such as "condition adjustment" alone does not show what differs or why the amount is supportable.
- Unexplained inconsistency: If apparently similar comparables receive different treatment, document the facts that explain the difference.
- Mismatched records: When an adjustment changes in the grid, review the supporting explanation so the documents remain consistent.
3. Making the support easy to review
To make the support easy to review:
- Keep the grid and support connected: Organize notes by comparable and adjustment category, or clearly cross-reference the grid.
- Identify the basis: State the market data, research, inspection observation, or other evidence used to support an amount.
- Use precise language: Describe observed facts and the appraiser's conclusion without presenting a preference as a market fact.
Adjustments should reflect the effect of a difference on rental value from the tenant's perspective, not simply construction cost or the cost of providing a service.
4. Preparing the companion document

The DOCX is a supporting output format, not a HUD form. HUD's official Form 92273-S8, the Section 8 Renewal Guidebook, and applicable instructions remain controlling. The export is a draft artifact, not a guarantee of completeness or acceptance. Before signing or submitting an RCS, the appraiser must review the workbook and addendum together, confirm the amounts and support, and make any required edits.
