A Guide to Preparing HUD Form 92273-S8
HUD Form 92273-S8 is the Rent Comparability Grid used in the Chapter 9 Rent Comparability Study (RCS) workflow. When an RCS is required for a Section 8 Project-Based Rental Assistance (PBRA) renewal, the appraiser uses the grid to support estimated market rents for the subject's covered unit types.
This is an educational overview of the grid and the appraiser's role under the HUD Section 8 Renewal Guidebook - March 2023, Chapter 9. 1. What is HUD Form 92273-S8?
Form 92273-S8 is an Excel-based grid used for the RCS process described in Chapter 9. The appraiser prepares a separate grid for each primary unit type, compares each subject unit type with selected comparable properties, and documents the information and adjustments supporting the estimated market rent.
The analysis considers differences such as:
- Location and neighborhood
- Unit size and layout
- Condition, age, and quality
- Amenities and utilities provided
The form is not a substitute for an appraisal report or an automatic answer. The appraiser selects appropriate comparables, determines the supportable adjustments, and reaches the estimated market rent conclusion.
2. Key Updates in the March 2023 Guidebook
HUD's March 2023 update to Chapter 9 brought several clarifications relevant to the RCS workflow:
- Mandatory market-rent threshold: Section 9-14 compares the project's requested gross renewal rent for the full property with the hypothetical gross rent if all units were rented at 150% of the applicable SAFMR gross rent for the project's ZIP code, using the property's full unit mix. When the requested gross rent exceeds that threshold, the Guidebook describes when HUD will obtain a HUD-commissioned RCS. This is a project-level renewal threshold, not a comparable-by-comparable adjustment or a substitute for the appraiser's analysis. Confirm the applicable SAFMR, utility treatment, full unit mix, and current HUD instructions for the assignment.
- Internet/broadband services: Chapter 9 addresses when eligible non-shelter services may be considered. Any treatment must follow the Guidebook's conditions and be supported by appropriate market evidence and documentation.
- Property condition and proposed work: The appropriate analysis depends on the renewal transaction and the facts of the property. Review the current Chapter 9 instructions before assuming an as-is or post-repair treatment.
- Alternatives in limited cases: Chapter 9 includes limited alternative mechanisms for certain Option One or Option Two renewals. They are not a general substitute for an RCS; confirm eligibility against the current Guidebook and the applicable HUD/Contract Administrator instructions.
3. The Appraiser's Responsibility
The appraiser is responsible for the data, analysis, conclusions, certification, and supporting documentation in an RCS.
- Do not turn unknown facts into zero. Resolve material missing information using a supportable method, or determine that the comparable is not appropriate for the analysis.
- Document the analysis. The Form 92273-S8 certification asks the appraiser to attach explanations of why and how adjustments were made, how market rent was derived from adjusted rents, and how the analysis was used for similar unit types. HUD does not prescribe an RCS Draft "Adjustment Narrative Addendum" as an official form; an addendum is one possible way to organize that support.
The assignment may also be subject to USPAP and applicable state appraisal requirements in addition to HUD's Guidebook. Confirm the standards and instructions that apply to the assignment.
4. Drafting the Form Efficiently
RCS preparation includes repetitive data entry, worksheet checks, and documentation work. Those tasks do not remove the need for appraiser review.
